Are they out of their mind? The ocean creates more CO2 than everyone, and Water vapor is the the most effective greenhouse gas. I was speaking in a whole, as it's the EU who will be voting on the matter. If one member of the American Government says something that may affect the whole world, generally people regard it as the "American Government" who proposed the idea, not the one member.
